The Commission shall provide by rule:
1. For ascertainment of merit and fitness as the basis for appointment and promotion in the classified service of the Municipality, as required by the Constitution of the State of Ohio, except that all permanent employees of the Municipality who have had at least twelve (12) months service prior to the effective date of this Charter, shall without examination be considered in the classified service as described in Section 10.3 (b) of this Charter and as such shall continue in the same position or job classification.
2. For appeals from the action of the Mayor in any case of transfer, reduction or removal, and the action of the Commission on any such appeal shall be final.
3. For such other rules, regulations and bylaws as it shall deem necessary to conduct its business. The commission shall keep a record of its proceedings and examinations, which shall be open to public inspection in all matters not in conflict with this charter, shall conduct its affairs in accordance with the provisions of the general law.
